A chief may be sent: once, Aduboufuor, Gyaasehene, was sent to patch up some differences which had arisen between Sem (Nsemaa) and Ahanta, and which had been referred to Asantehene.  This was successfully done, and this led to the friendship between Ahanta and Nsemaa on one hand and Asante on the other in which people from eitherside could insult those of the other without generating any bitterness.

Among the rulers of the union, the position of Burba Jolof was an extremely important one. The rulers of the other constituent states of the union owed allegiance to him as occupant of the throne of the original state founded by Ndyadyane Ndyaye. The practice, however, each constituent state maintained its local sovereignty and was not compelled to pay tribute to the Burba Jolof. As could be expected, from time to time attempts were made by some of the constituent states to assert their complete independence.

The first to start a move for independence was Cayor, the larges of the states outside Jolof. Because it bordered the coast and included territories round Cape Verde where the Portuguese set up the first trading contacts with the Wolof, Cayor benefited more from trade with overseas merchants than its inland neighbours, the Jolof, could. Their privileged position gave Cayor people the wish to be independent of the metropolitan Jolof Ruler.

Their first move was to conquer Baol, their immediate southern neighbors. By about 1556 Baol was, for all practical purposes, vassal to Cayor.

Next, Cayor turned her attention to the Jolof state itself and defeated the mother states.

The internal peace and ascendancy of the Jolof state was further disturbed in 1670, when a band of Mauritanians lent support to a rebellious group within the Wolof union against the Burba Jolof.
